[NCDXA] NCDXA - Presidents Letter and Constitution and By-Laws Revisions date 01/16/12

Thanks Dave

I've read through the Constitution and By-Laws.  Over all it looks
pretty good, however I would strongly urge the club to continue to
requiring members to be ARRL members.  My opinion is the ARRL is so
important to the future of Amateur Radio that we continue to have
membership as a requirement.
