The following is the treasure's report:

Fred Laun updated the status of the W3 QSL Bureau and the change of the "S"
and "X" sorters. Fred also talked about the Radio Society of Great Britain
and the operation of their QSL Bureau which has become very poor now that
they have contracted out the work. Fred reported that the RSGB is dealing
with some financial matters which have cost them much of their management
focus. Fred said that all of the European bureaus are doing well including
the Spanish bureau even though the country is experiencing serious fiscal
and monetary difficulties. Fred reported that the W3 bureau card volume is
down which he attributes to an increased utilization of LOTW. Fred reported
that XZ1Z, involved in a children's education effort, is operating from
Myanmar. There was also a discussion on the possibility of a future amateur
operation from North Korea, however nothing official has been announced.
Regarding propagation, NASA has recently published data on the current cycle
and the fact that the Sun is in the process of changing the orientation of
its magnetic poles which is having an effect on the magnetic field
intensity.

Our president talked about the current status of LOTW. At a recent ARRL
board meeting, the LOTW software experts presented an overview of the
investment that will be required by the League in order for the system to
continue acceptable performance and to process a much greater number of
logs that result from events like the WPX contest. The future of LOTW will
require hiring an experienced qualified IT person at the League. Rick
reported that a beta version of TQSL 2.0 will be released this weekend and
should be ready for a production release in two or three weeks.

The final topic addressed was the upcoming October meeting. Under our
current bylaws, the meeting in October is the official annual meeting when
officers are elected and other important issues are addressed. Because of
its importance, the president believes it should be held indoors and not at
the upcoming Fowlfest. The president asked if any member was willing to host
the meeting at their home; in lieu of having the meeting at a private home,
he will look for a restaurant to hold the meeting. Because of its importance
and feedback from some members that the 5th in unacceptable, the meeting has
been tentatively scheduled for 19 October and the venue will be announced
later.

v/r terry, Secretary NCDXA
