MINUTES OF THE APRIL 13, 2013 MEETING OF 
THE NATIONAL CAPITOL DX ASSOCIATION AT THE
RESIDENCE OF ELAINE (N3HMW) & RICK (W2GPS)
HAMBLY, SEVERNA PARK, MARYLAND

President Rick Murphy, K1MU called the
meeting to order at 5:06 pm EDST.

Thanks were offered to Elaine and Rick
Hambly for hosting the meeting. (Applause).

Those in attendance were invited to
introduce themselves.  Members attending were
WB3ANE W3AZD W3MC W2YE K3PU K3ZO W3OU K3IO
N4MM W3KX CX1EK/W4 N3HMW W2GPS. Guests:
W2DLH K3SMC K1MU/XYL.  (Note:  Rick I
forgot to bring the attendance sheet back
with me so I may have missed someone).
Luis CX1EK commented that he had been an
NCDXA regular back in the days when the
officers included W3BWZ and W3ZN but had
been inactive for over 20 years and had
just recently become an active DXer
once again.

K1MU gave the treasurer's report.  At the
February meeting the treasury amounted to
$4,170.69.  Now it stands at $4,552.86.
K1MU was asked whether it was true
that last year's DXCC-East had made a
profit.  He replied that indeed there
had been a small profit of approximately
$600 or $700 but only because K3LP and
W3MC had engaged in major arm-twisting toward
the end of the event to sell raffle tickets.

K1MU reported that the only significant piece
of correspondence that had been received by
the Association since the last meeting was a
request for donations from a group led by K4UEE
and K0IR among others, planning to activate
Amsterdam & St. Paul Islands (FT5Z) in
February 2014.  

K3ZO reported that the NCDXA/ARRL Third Call
Area Incoming QSL Bureau has a new sorter
for the suffix letter "D" in the person of
N3WD, who has also begun to sell bureau
envelopes at several regional hamfests,
renewing a practice of the bureau that
had not been done for several years.  Long-time
sorter WB3GOC has relinquished handling the
"S" suffix letter though she still sorts the
letter "G".  Thus the bureau no longer has any
sorter who sorts more than one suffix letter.   
Manager K3ZO will handle the "S" letter himself
for the time being.

N4MM gave the ARRL DX report.  Developments
in Kosovo (Z6) and North Korea (P5) were
discussed.  The ARRL has not yet approved
Kosovo as a DXCC entity even though CQ and
other award sponsors have added it to their
own country lists.

Under new business, W3MC proposed that NCDXA
contribute $1,000 to the proposed Amsterdam & St. Paul
DXpedition mentioned earlier.  After approving an
amendment proposed by N4MM to reduce the amount
to $500, the members approved the proposal by voice vote.

K1MU was asked to detail the efforts in which he
and other IT expert volunteers have been engaged
to update and improve the ARRL's Logbook of the
World operation with the principal purpose to make
it more user-friendly by streamlining the online
interface.  In outlining the various steps which
have been and are being taken, Rick reported that
the principal cause for recent problems has been
that a few frequent users have been uploading
their entire logs each time they access the system
instead of only adding the QSOs they have made since
they last logged in, because they do not understand
how to limit their entries to only the latest group
of QSOs.  This has taxed the resources of the system
because some of these folks have been loading 50,000
QSOs or so into the system several times per month.



"K1MU announced that the June NCDXA Meeting will be held Saturday 
June 15 at W3LPL's QTH in conjunction with his annual Open House,

and the following meeting after that will be held Saturday, August 24

at the annual NCDXA/PVRC Fowlfest at the QTH of W3NRJ."


There being no further business, W3MC proposed and
WB3ANE seconded that the meeting be adjourned.  The
meeting ended at 5:33 pm EDST.
