[NCDXA] NCDXA Support for VP8

Hi all - Since I am not a full time member, I cannot vote on this matter.  However, I can share what my husband would have said about this event.  He would have supported it to the fullest extent the membership voted.  He was an avid supporter of realistic and needed DXpeditions and I believe this one fits the description.
