[NCDXA] NCDXA Support for VP8

[Rick Murphy]

For those who want to contribute to this, send me (current treasurer) a
check made out to "NCDXA" with a note that it's specifically set aside for
the VP8 group.
I'll keep the club aware of the kitty and where we stand with our
contribution.
