[NCDXA] Fowlfest August 27 - Additional Info

Fellow NCDXA Members:

We have worked out an arrangement with Fowlfest host W3NRJ that no matter
how many people sign up in advance, the Fowlfest definitely WILL be held.

We felt it was important to remove the uncertainty involved in the previous
announcement.
