[NCDXA] Vote to restore the budget for WWV!

The latest budget proposal to Congress includes shutting down radio
stations WWV and WWVH.  The White House website currently has a petition
requiring 100,000 signatures by September 15 in order to get a response on
this issue. (At this time, there are not even 2,000 signatures.)

resource to the Amateur Radio Community in providing time signals,
