[NCDXA] DXAC's K4MQG Responds to NCDXA Kosovo Letter

I am happy to report that we got this very nice response from Roanoke
Division DXAC Member Gary Dixon, K4MQG, to our letter
asking that Kosovo be added to the list of DXCC Entities:

Hello Fred, K3ZO, and members of the National Capitol DX
Association…..Thank you for the letter of January 12, 2018 and your
thoughts on adding Kosovo as a new DXCC entity to the DXCC program. Your
thoughts and desires to add Kosovo to the list of DXCC entities are exactly
what I have recommended for years. I have supported this action in my past
correspondence to the DXAC, K5UR and my ARRL Director. My last letter of
support for this action was to Mr. Ric Roderick, K5UR, in June 2017 just
prior to the ARRL BoD meeting in July 2017.
My previous correspondence also pointed out the fact that Kosovo is on the
list of 110 United Nation Countries that recognize Kosovo as an independent
nation and that Kosovo is also on the Department of State’s “Independent
States in the World”. I have also suggested the DXCC is an award of the
American Radio Relay League and *not* the United Nations Radio Relay
League, thus the ARRL could simply add a section to the DXCC List Criteria
allowing the DXCC Desk/PSC to add new entities as they have done in the
past. As examples, Okino Tori-shima, 7J1, and Scarborough Reef, BS7, were
based on ARRL political decisions at the time. The DXAC rejected
Scarborough Reef as a DXCC entity and I do not think there was even a DXAC
vote on Okino Tori-shima. Internal decisions by the ARRL resulted in these
countries being added to the DXCC list.

has the power to make DXCC decisions with or with-out the DXAC or the
United Nations.*
After the July 2017 BoD meeting there was a lot of mixed information from
the ARRL about a DXAC assignment which was supposed to be sent to the DXAC
Chairman, W5FI for distribution to the DXAC members. Finally in late
October or November an assignment was finally sent to the DXAC members, but
we were told to just review it but not to vote or take any action on it
until later advised. We were initially advised that the vote on the
assignment should be done in December so the results could be presented at
the ARRL BoD Meeting on January 19, 2018. No DXAC vote was ever taken on
the assignment which could have potentially been the pivotal point for
approving and adding Kosovo to the DXCC list.
The ARRL BoD meeting tomorrow, January 19 will now certainly be full of
politics which was forecasted and this could be the reason why the DXAC was
never asked to vote on the assignment from months ago.
Hopefully there will be some positive action on Kosovo in the coming months
and as the DXAC Member of the Roanoke Division I will be voting on it for
approval.

*Note: **1976:* Communications Manager W1NJM wrote a very readable *February
*Operating News lead titled "Countries' Criteria and How Applied" - one of
the best pieces of the time dealing with the process of handling DXCC items
at Hq. April noted the adopted DXAC recommendation eliminating the "no
cross- mode requirement" for 5BDXCC. *Our May journal dropped what proved
to be a rather long-lasting bombshell on the DX fraternity, adding Okino
Torishima to the DXCC List. Even though it did not "quite" meet the
specified mileage, an exception was made for it as part of the year-long
celebration of the Japan Amateur Radio League's 50th anniversary. The
superbly managed DXpedition of 7J1RL commenced May 30 that year, and would
"stay on the books" until December 1, 1980, when JD1/7J1 became deleted.*
(Contacts after that date became creditable toward Ogasawara, JD1.) The
burgeoning CW DXCC Award led to a CW Honor Roll, as announced in May. In
the fall, the new "Top Band" DXCC and RTTY DXCC awards were inaugurated as
100- country-only awards. In November, we note the announcement deleting
Portuguese Timor, CR8, which became the 27th province of the Republic of
Indonesia. Other notes in the November issue clarified topics the DX
Advisory Committee had been studying: The Finnish and Swedish Sovereignty
Islets would not be added to the list; nor would any of the
Israeli-occupied areas in Jordan, Syria or the Sinai. The Pribilofs would
not be returned to the list. The DXAC also recommended that no further
additions be made to the list under Rule One (government) until the DXAC
conducted a survey. At year-end, use of ARRL DX Competition Logs for DXCC
credits became a relic of the past; the cost of the procedure became an
impossible burden. Thus, effective January 1, ARRL DX Competition logs
were no longer utilized in lieu of QSLs for credits. At the end of our
country's bicentennial year, W1CW relinquished the DXCC helm after
furnishing steady direction and fair rules application for 24 years. Bob
would soon get the brand-new ARRL Outgoing QSL Bureau off to a fine start.
