[NCDXA] NCDXA Yearly Meeting on 10/19/19 1200 Hrs.

This meeting conflicts with the AMSAT annual symposium, which is being held here in Alexandria VA this year. I and N3HMW are committed to the AMSAT meeting so I will miss this NCDXA meeting.
