[NCDXA] Market Reef

Hello everyone,
I worked OJ0JR on 20 CW last night.   I worked OJ0 on SSB a jillion years ago, but I don't have it as confirmed on my DXCC list.  So worked him.   
I did a little research on Market Reef, and found that the island is divided into two parts: 1) Finland; and 2) Sweden.
I am curious about the Swedish part, and why it doesn't have its own DXCC status.  
Can anyone provide info?  I would expect that it was considered but rejected by the ARRL DX committee.
