MINUTES OF THE APRIL 14, 2021 MEETING OF THE

NATIONAL CAPITOL DX ASSOCIATION


The regular April 2021 meeting of the National Capitol DX Association
(NCDXA) was held online using the video conferencing tool ZOOM.

The meeting was called to order at 7:00 PM EDST by President K3ZO. Those
present were asked to introduce themselves.


The minutes of the regular NCDXA meeting of February 17, 2021 had been
included in the printed agenda and were

approved without change.


K3AJ and W4VIC, having met the requirements of membership, were voted in as
members of NCDXA and were asked to give

brief bios of themselves.


Treasurer K3EW presented the treasurer's report. The NCDXA treasury account
stands as $4333.75 as of this meeting.


Vice President N4MM reported on ARRL business. The FCC has announced that
updated RF exposure rules will go into effect as

of May 3. Radio Amateurs are included in this ruling and must evaluate
their RF exposure status by May 3, 2023. The limits

are not being changed but Amateurs must update their stations' RF profiles
if changes to their station have been made since

they last did so. In our meeting there was some commentary that this was a
sign that the FCC hoped to eventually do away

with the Amateur Radio Service, but K3ZO noted that ARRL's new Washington
legal counsel Dave Siddall, K3ZJ had once held

high level positions in the FCC and does not feel that this is likely.


ARRL W3 QSL Bureau Manager K3ZO reported that our Bureau has lately been
flooded with cards as it appears that the logjam

caused by the Christmas rush of packages has finally been broken. During
the calendar month of March, 17,090 QSLs were

received by the Bureau. This is the greatest total number of cards that has
been received within a single month in several years.

WA3DVO, who is one of the Bureau sorters, commented that he had been having
a number of bureau mailings returned by the

Post Office because of incorrect addresses. K3ZO explained that this is a
constant problem. The main reasons for this are:

(1) A ham has become a Silent Key but his relatives have not advised the
FCC of this fact. (2) A ham has moved to a new QTH without

notifying the Bureau or the FCC that he had done so. (3) A ham has allowed
his license to expire. K3ZO said that he investigates

each case where mail is returned and invites the sorters to let him know
each time this happens.


A number of those in attendance reported that they had worked the C92RU
DXpedition and that most of those QSOs had been on

FT-8.


The next regular meeting of the NCDXA would normally take place at W3LPL's
June open house. Given the Covid-19 situation,

it is likely that members will have to prove that they have had their
vaccination shots in order to attend in person, but updates

about the meeting will be provided on the NCDXA Reflector as they become
available.


The meetings via the ZOOM Conferencing tool have been surprisingly
successful as they allow members to participate without

having to travel long distances to attend meetings in person. Even after
the Covid-19 pandemic decreases, it is likely that NCDXA

meetings will continue to take place online except for W3LPL's Open House
and the annual August Fowlfest.


There being no further business, the formal meeting was adjourned at 7:46
PM EDST, though some members continued with

their informal discussions after that.
