What are the responsibilities of the "Director of Operations?"
I presume that the job covers everything including publishing, awards, W1AW operations, etc.
Is that an internal promotion or did he come from outside?
I read the ARRL Letter and the staff changes are all under the heading: Revitalization of Field Services with New Organization
>From that heading, it looks like his only responsibility is Field Services, but Mike Walters, W8ZY, is the new Manager of Field Services.

Based on indications some of you have expressed  to me, you might be interested in this piece of news dated June 10:
 "Currently released ARRL staff changes 
Norm Fusaro, W3IZ retired as ARRL Director of Operations  (17 years with the ARRL).Robert Neumann, W5OV took over [from] Norm Fusaro, W3IZ  as ARRL Director of Operations .."
What little I know about Bob, W5OV is that he has in recent years been an employee of DX Engineering, and since even before that he has been a long-time member of the CQWW Contest Committee.
