[NCDXA] 8Q7 Follow-Up

Hello DXers,
I noticed 8Q7WX spotted on 17 CW by EU's very early this morning, a little before SR. 
I could barely hear him, so a QSO wasn't doable.
But he got stronger, maybe because of the propagation; or he pointed his beam to NA, or both.
I worked him at 1215 UTC or 7:15 EST.  Had to send my call several times for him to get it correct.
He was slow between answering any call that he worked.   Sometimes 15 seconds or more.  Same as 8Q7WM.  Maybe high QRN.   
I was surprised to see a quick confirmation on ClubLog and LoTW.   
8Q7WM, on the other hand, has not uploaded his QSOs for about three days.   So I can't tell if I had valid QSOs on 17 and 80.
