[NCDXA] [PVRC] 8/16/23 FOWLFEST Update

I'd like to add that Fowl Fest was near and dear to W3YOZ and K3ZO.  One of
my reasons for attending is to remember how much I enjoyed their company in
past Fowl Fests.
