[NCDXA] NCDXA Memorial Callsign

After the passing of Fred, K3ZO, Phil K3EW reached out to Fred's brother to
ask him to approve assignment of the K3ZO callsign to NCDXA. I've been
back-and-forth with the FCC for months trying to get them to approve the
assignment.

I can now state that effective today, the holder for K3ZO is NCDXA:

NATIONAL CAPITOL DX ASSN
3842 WHITMAN RD
ANNANDALE, VA 22003
ATTN Richard Murphy

QRZ still has the old data, but give them a few days.

We've lost the NC3DX callsign due to this but I'm sure that the members
will find this an acceptable outcome.

We need to get someone to own updating the QRZ page for K3ZO.
