[NCDXA] Remember the OD5 in DC?

Seeing Lebanon in the news, I remember years ago an OD5 was working in DC
and was part of the PVRC and/or NCDXA community.  I do not remember his
callsign or name?  Does anyone?
And does anyone know what has become of him in the ensuing years?  For all
I know he's been back in DC a long time.  I just don't know.
