to order on the deck of W3NRJ's QTH
</p>
<p style="margin-bottom:0in">at 1300 EDST.</p>
<p style="margin-bottom:0in"><br>
</p>
<p style="margin-bottom:0in">Following the introduction of attendees
and thanks to W3NRJ and his XYL
</p>
<p style="margin-bottom:0in">for hosting the meeting and for the
excellent arrangements, Acting
</p>
<p style="margin-bottom:0in">Secretary K3ZO read the minutes of the
previous meeting, which took place
</p>
<p style="margin-bottom:0in">during the annual Fowlfest on August
24, 2019. There being no additions or
</p>
<p style="margin-bottom:0in">corrections, N4MM moved and K3EW
seconded that the minutes be approved.
</p>
<p style="margin-bottom:0in"><br>
</p>
<p style="margin-bottom:0in">K3EW gave the Treasurer's report. As
of the beginning of the meeting, the
</p>
<p style="margin-bottom:0in">treasury stood at $3393.53. K3EW
explained that the October meeting is
</p>
<p style="margin-bottom:0in">traditionally the meeting at which
annual dues of $30 are collected, so
</p>
<p style="margin-bottom:0in">the dues collected from members at this
meeting have not yet been included
</p>
<p style="margin-bottom:0in">in that amount. Members who have not
already done so are requested to pay
</p>
<p style="margin-bottom:0in">their dues at this time. Dues may be
paid by cash, personal check or
</p>
<p style="margin-bottom:0in">PayPal.</p>
<p style="margin-bottom:0in"><br>
</p>
<p style="margin-bottom:0in">K3EW reported that the sponsors of a
proposed 2020 DXpedition to Swains
</p>
<p style="margin-bottom:0in">Island, KH8/S had requested NCDXA
support. He passed around the group's
</p>
<p style="margin-bottom:0in">written proposal so that our members
could look it over. N4MM proposed
</p>
<p style="margin-bottom:0in">that NCDXA contribute $250 which was
seconded and approved.</p>
<p style="margin-bottom:0in"><br>
</p>
<p style="margin-bottom:0in">K3EW read the list of life members, and
it was noted that, among the
</p>
<p style="margin-bottom:0in">attendees at this meeting, WA3DVO is a
life member. K3YNY asked to join
</p>
<p style="margin-bottom:0in">NCDXA as an Associate Member, since he
does not yet qualify for full
</p>
<p style="margin-bottom:0in">membership because he does not have 100
DXCC entities confirmed. He said
</p>
<p style="margin-bottom:0in">that, despite being a QRPer, he hopes
to have them confirmed soon. K3EW
</p>
<p style="margin-bottom:0in">reported that N2IW had relocated to
this area and had applied for NCDXA
</p>
<p style="margin-bottom:0in">membership, having 150 entities
confirmed. He was unable to be present at
</p>
<div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in">this meeting due to a scheduling
conflict. K3YNY's and N2IW's memberships</div><div style="margin-bottom:0in"><br>
</div>
<div style="margin-bottom:0in">were approved by acclimation of those
members in attendance. <br></div><div style="margin-bottom:0in"><br></div>
<p style="margin-bottom:0in">Acting Secretary K3ZO explained that
the October meeting is traditionally
</p>
<p style="margin-bottom:0in">the meeting at which nominations and
elections are made for NCDXA
</p>
<p style="margin-bottom:0in">officers. The terms are each two
years long, staggered so that on one
</p>
<p style="margin-bottom:0in">year the President and the Secretary
are elected, while on the alternate
</p>
<p style="margin-bottom:0in">year the Vice-President and the
Treasurer are elected. In this year,
</p>
<p style="margin-bottom:0in">2019, the terms of the Vice-President
and Treasurer come to an end.
</p>
<p style="margin-bottom:0in">Happily, both Vice-President N4MM and
Treasurer K3EW agreed to serve for
</p>
<p style="margin-bottom:0in">another term of two years, until
October of 2021. Acting Secretary K3ZO
</p>
<div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in">explained that at the present time the
Secretary position remained vacant, <br></div><div style="margin-bottom:0in"><br>
</div>
<div style="margin-bottom:0in">and asked whether anyone in attendance
would be willing to assume the</div><div style="margin-bottom:0in"><br>
</div>
<div style="margin-bottom:0in">position of Secretary for the remainder
of the term, to end on October of <br></div><div style="margin-bottom:0in"><br></div>
<div style="margin-bottom:0in">2020. W3NRJ graciously agreed to serve
as Secretary. Those in attendance</div><div style="margin-bottom:0in"><br>
</div>
<div style="margin-bottom:0in">approved all three nominations by
acclimation. <br></div><div style="margin-bottom:0in"><br></div><br><div style="margin-bottom:0in">Vice-President N4MM, who was for
several years the Director of the ARRL Roanoke</div><div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in"> Division and later an ARRL
Vice-President, gave the traditional ARRL Report to</div><div style="margin-bottom:0in"> <br></div><div style="margin-bottom:0in">NCDXA members. John reported that the
League is contemplating a new magazine</div><div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in"> aimed at new licensees, as an addition to current
ARRL publications. It was reported</div><div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in"> that ARRL Southwestern Division Director N6AA,
who was the subject of a since</div><div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in"> withdrawn censure action promulgated by some previous members of
the ARRL</div><div style="margin-bottom:0in"> <br></div><div style="margin-bottom:0in">Board of Directors, has already been declared elected for another term in
office to</div><div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in"> begin January 1, 2020, since there were no other candidates for the position.
N4MM</div><div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in"> also reported that the new ARRL Counsel for liaison with the FCC and other</div><div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in">
government bodies is K3ZJ, who is well-known to many hams in this area.

YTD volume may still be down from

<p style="margin-bottom:0in">past years despite several Buro users
submitting 100s of FT8 QSLs. A
</p>
<p style="margin-bottom:0in">discussion ensued on the procedures by
which FT8 QSO confirmations can be
</p>
<p style="margin-bottom:0in">guaranteed to count for DXCC credit.</p><br><p style="margin-bottom:0in">It was decided that the December
meeting of the NCDXA will be held as
</p>
<p style="margin-bottom:0in">close to noon as possible on Saturday,
December 7. President K3ZO will
</p>
<p style="margin-bottom:0in">make the arrangements with the Fairview
Park Marriott Hotel in Annandale,
</p>
<p style="margin-bottom:0in">VA to reserve the Private Dining Room
(PDR) for our use.</p>
<p style="margin-bottom:0in">On previous occasions the hotel had
advised us that the room is not
</p>
<p style="margin-bottom:0in">generally open until 1:30 PM. K3ZO
will advise the members after the
</p>
<p style="margin-bottom:0in">arrangements have been made.

<div style="margin-bottom:0in">Members remembered with gratitude how
Marlene Hammond had hosted the</div><div style="margin-bottom:0in"><br></div><div style="margin-bottom:0in"> NCDXA December meeting/Christmas celebration
for several years at her Oakton

meeting was adjourned and those in
