minutes of the regular NCDXA meeting of February 17, 2021 had been

K3EW presented the treasurer's report. The NCDXA treasury account
stands as $4333.75 as of this meeting.</font></font></font></p>

President N4MM reported on ARRL business. The FCC has announced that
updated RF exposure rules will go into effect as</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">of
May 3. Radio Amateurs are included in this ruling and must evaluate
their RF exposure status by May 3, 2023. The limits</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">are
not being changed but Amateurs must update their stations' RF
profiles if changes to their station have been made since</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">they
last did so. In our meeting there was some commentary that this was
a sign that the FCC hoped to eventually do away</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">with
the Amateur Radio Service, but K3ZO noted that ARRL's new Washington
legal counsel Dave Siddall, K3ZJ had once held</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">high
level positions in the FCC and does not feel that this is likely.</font></font></font></p>

<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">ARRL
W3 QSL Bureau Manager K3ZO reported that our Bureau has lately been
flooded with cards as it appears that the logjam</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">caused
by the Christmas rush of packages has finally been broken. During
the calendar month of March, 17,090 QSLs were</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">received
by the Bureau. This is the greatest total number of cards that has
been received within a single month in several years.</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">WA3DVO,
who is one of the Bureau sorters, commented that he had been having a
number of bureau mailings returned by the</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">Post
Office because of incorrect addresses. K3ZO explained that this is a
constant problem. The main reasons for this are:</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">(1)
A ham has become a Silent Key but his relatives have not advised the
FCC of this fact. (2) A ham has moved to a new QTH without</font></font></font></p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">notifying
the Bureau or the FCC that he had done so. (3) A ham has allowed his
license to expire. K3ZO said that he investigates </font></font></font>
</p>
<p style="margin-bottom:0in;line-height:0.17in" align="LEFT"><font color="#00000a"><font face="Calibri, serif"><font style="font-size:16pt" size="4">each
case where mail is returned and invites the sorters to let him know
each time this happens. </font></font></font>

DXpedition and that most of those QSOs had been on</font></font></font></p>

next regular meeting of the NCDXA would normally take place at
W3LPL's June open house. Given the Covid-19 situation,</font></font></font></p>

is likely that members will have to prove that they have had their
vaccination shots in order to attend in person, but updates</font></font></font></p>

the meeting will be provided on the NCDXA Reflector as they become

meetings via the ZOOM Conferencing tool have been surprisingly

to travel long distances to attend meetings in person. Even after
the Covid-19 pandemic decreases, it is likely that NCDXA</font></font></font></p>

will continue to take place online except for W3LPL's Open House and
