<div>The Russian call signs for eastern Siberia in the areas of Vladivostok and Kamchatka have a zero and a "Z" at the beginning of the suffice, like UA0ZA in Zone 19. But a callsign with a zero and a "Y" means that the location is in Zone 23, the area where Kyzl is the largest city. Kyzl's population is around 100,000.</div>

<div>I had a QSO with UB0Y last week on 20 meters FT8. I checked his <a href="http://qrz.com/" target="_blank" rel="noopener noreferrer">QRZ.com</a> page that said that he QSL's via the bureau. I e-mailed him about LoTW, and he said that he had difficulty in registering. My wife, who is Russian, assisted me by composing messages in Russian and using her "<a href="http://mail.ru/" target="_blank" rel="noopener noreferrer">mail.ru</a>" address. E-mail exchanges folIowed. I contacted LoTW director Bart Jahnke who got into the e-mail communications loop. Bart looked up the UB0Y account and found that Sergey had a certficate. Bart provided advice about correcting the perceived problem that was an inability to select Asiatic Russia as the location. More e-mail exchanges followed. The good news is that I now see that my QSO with UB0Y is now confirmed on LoTW. Great success !! Now to get Sergey into DX contests. </div>

<div>BTW, last year I contacted the Russian DXpedition teams that go to African countries. I suggested that they go to Kyzl. They didn't reject the idea. It would help if the solar flux index was higher. </div>
