initial thoughts on how the W3 Bureau could be managed and operated. I believe
the best approach is to have a Bureau Manager and one or more Associate Managers to assist the Bureau
Manager in carrying out his duties and to take action when the Bureau Manager
is not available.</span></p>
<p style="margin:0in;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-size:14pt"> </span></p>
<p style="margin:0in;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-size:14pt">A key feature of this plan
is that a rotating team of 3-5 members, drawn from a pool of volunteers, not a
single individual, will be responsible for taking the incoming QSLs and
individually perform the “initial letter sort”. The sorted QSLs would be returned
to the Bureau Manager, then merged and prepared for distribution to the
sorters. </span></p>
<p style="margin:0in;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-size:14pt"> </span></p>
<p style="margin:0in;font-size:11pt;font-family:Calibri,sans-serif"><b><span style="font-size:14pt">The success of this
approach heavily relies on a team of committed volunteers to perform the
“initial letter sort”. It is doubtful that there is any individual that would
take on this position alone. The focus of the conference call should be to recruit
volunteers to perform this important task.</span></b></p>
<p style="margin:0in;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-size:14pt"> </span></p>
<p style="margin:0in;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-size:14pt">The sorted QSLs would be
stored and distributed by the Bureau Manager based on volume levels that
justify mailing and/or face-to-face meetings.</span></p>
<p style="margin:0in;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-size:14pt"> </span></p>
<p style="margin:0in;font-size:11pt;font-family:Calibri,sans-serif"><span style="font-size:14pt">Another important
assumption forming the basis for this plan is that the Bureau Manager will be
solely responsible for overseeing the management and operation of the Bureau and
interact with ARRL Headquarters and the individual letter sorters will continue
to operate and manage their work independently.</span></p>
