[NCDXA] Receiver performance specifications

Bob, Thank you for pointing me towards the FCC Commisioner's discussion of
a NOI which will now be floated to industry and government to gather
information/thoughts/desires/needs etc of systems' receivers. The
commissioners and chairman all agreed that the FCC has the authority to
regulate receiver performance. The chairwoman also thanked everyone working
within the FCC, including yourself, for drafting the NOI and doing all of
the work leading up to creation of the NOI. The NOI was unanimously
approved by the Chairwoman and commissioners.
We have been here before, but the complete support of the commissioners and
chairman to increasing spectrum efficiency and foster innovation by
regulation of receiver performance and attributes is a vital point to be
noted. The road forward will be technically challenging, and it will
require combined efforts of the FCC OET, NTIA, Gov't Department Spectrum
stakeholders, and Industry experts. I look forward to the publishing of
the comments and summary conclusions from the NOI issuance, which I hope
will eventually lead to a Regulation covering comprehensive Receiver
performance specification as part of a system's performance requirements. -
regulation of transmission and reception of the same will both be regulated
in the future as a result of this initial effort and the ensuing efforts.
