Excellent approach, Jack.  The challenge is that a member needs to step up to be the Bureau Manager.

Hello All:
Below is a summary of a brainstorming session I had with myself on this topic.
I think my suggestion in the bold text below should be considered a topic to be discussed at Monday's meeting.
Comments welcome.
Jack Ference, W3KX

Below are myinitial thoughts on how the W3 Bureau could be managed and operated. I believethe best approach is to have a Bureau Manager and one  or more Associate Managers to assist the BureauManager in carrying out his duties and to take action when the Bureau Manageris not available.

A key feature of this planis that a rotating team of 3-5 members, drawn from a pool of volunteers, not asingle individual, will be responsible for taking the incoming QSLs andindividually perform the “initial letter sort”. The sorted QSLs would be returnedto the Bureau Manager, then merged and prepared for distribution to thesorters.

The success of thisapproach heavily relies on a team of committed volunteers to perform the“initial letter sort”. It is doubtful that there is any individual that wouldtake on this position alone. The focus of the conference call should be to recruitvolunteers to perform this important task.

The sorted QSLs would bestored and distributed by the Bureau Manager based on volume levels thatjustify mailing and/or face-to-face meetings.

Another importantassumption forming the basis for this plan is that the Bureau Manager will besolely responsible for overseeing the management and operation of the Bureau andinteract with ARRL Headquarters and the individual letter sorters will continueto operate and manage their work independently.

This is an initial plan. If implemented, experience over time will be used toadapt the Bureau methods and operations to meet current needs.
