[NCDXA] Zone 23 in China

Hi Fred,

Here is what I know about Chinese call signs (some might be outdated). First, BU-BX call signs are all Taiwan, which is zone 24, I’ll not include them in following discussions. Second letters indicate the type or class of the call sign. BYs are club stations, BTs are special events, BAs are first class (extra), BDs are second class, BGs and BHs are third/forth class etc. BS7H is in its own class. The number and suffixes indicate the location of the station. 

B stations with number 0 in the call sign are in provinces XinJiang and XiZang, both are in zone 23. 
Most B stations with number 9 in the call sign are in zone 23, except 9AA-9FZZ which is ShanXi province in zone 24.
Only small portion of B stations with number 3 in range 3GA-3LZZ are in province NeiMengGu which is zone 23, all other 3s are in zone 24.
